Dairy Direct Payment Program: Step 3. Before you register
The intake period for the Dairy Direct Payment Program is now closed.
Registration
Eligible producers will receive a letter in the mail in the fall of 2023 confirming their eligibility and detailed instructions on how to register.
To receive a payment, you must sign and return your completed registration no later than March 31, 2024. You'll have the choice to receive your payment electronically (direct deposit) or by mail (cheque).

What to do if your letter contains incorrect information
To correct the quota figure or your contact information in the portal, contact your provincial milk marketing board directly as soon as possible. Only your provincial milk marketing board can change this information.
Use your anti-phishing code to access the Program Portal
You’ll receive an anti-phishing code in your letter. Anti-phishing ensures that you can access the Program Portal and that your payment is secure.
If the anti-phishing code in your letter does not match the one on the Dairy Direct Payment Program Portal, it is likely because you’re not on the authorized secure program portal. To ensure that you can access the authorized secure program portal, visit the Program Portal.
Use GCKey to log in to your account
You must use a GCKey or one of the sign-in partners such as a bank login. Canada Revenue Agency login credentials cannot be used to login.
Authentication is a secure means to recognize a user who is accessing government services online. The user remains anonymous, and the authentication process confirms that their credentials (username and password) are valid and in the right hands. The authentication process does not reveal or confirm a user's identity to the government website.
The double authentication process is a measure to ensure that the payment is sent to the right person.
What to do if you have Internet or computer issues
If you do not have a computer with an internet connection and would like to register and get your payment, please contact the program at 1-877-246-4682 (TTY 613-773-2600) to receive the form by mail.
If your computer or connection crashes while you register on the portal, your information is safe. Simply start the process again from the beginning using the same GCKey or sign-in partners credentials you have already created. Contact the program at 1-877-246-4682 (TTY 613-773-2600) for assistance with the portal.
If your Participant ID does not work:
- Try to use a different navigator (Google Chrome, Firefox, Edge, Internet Explorer)
- Try to log in using a different device (computer, phone or tablet)
- Try to access the portal through the Program Portal

General information
- 1. What is the role of the Canadian Dairy Commission in the Dairy Direct Payment Program? The Canadian Dairy Commission (CDC) will collect information from provincial milk marketing boards on the licensed quota holders, and will calculate individual payments based on the percentage of each producer's provincial quota holdings. The CDC will work closely with each of the provincial milk marketing boards to deliver funding.
- 2. When and how will you receive funding? A letter will be sent to eligible producers in January 2021 with instructions on how to register for the Dairy Direct Payment Program.

Eligible producers must register on the Dairy Direct Payment Program portal or download, complete and submit the registration form (PDF), including their preferred method of payment.
The payment will be made soon after the registration is complete. All payments will be made by or close to March 31 of each year.

- 1. Will you need to register to the Dairy Direct Payment Program every year? Eligible producers will be required to register for each year of the program in order to receive a payment.
- 2. What is the registration deadline to receive a payment? To receive a payment, your completed registration must be signed and returned no later than March 31 of each year.

Payments
- 1. How will your payment be calculated? The CDC will calculate individual payments based on the percentage of each producer's provincial quota holdings as of October 31 of each year. The CDC will work closely with each of the provincial milk marketing boards to ensure the accuracy of the information.
- 2. What is the exact data used to determine payment amounts? The provincial share of the payments will be calculated based on the quota allocated to each province for the 12 months ending on October 31 of each year. Within each province, the per kilogram (kg) of quota payment amount will be calculated based on quota issued in October of each year by the province to its eligible producers. To receive a payment, a producer must hold quota as of October 31 of each year.
- 3. How much funding will the average dairy producer receive? Eligible dairy producers with 80 cows could receive around $38,000 each year.
- 4. Is there a maximum payment per farm? There is no maximum payment per farm. The payment amount depends on the quantity of quota held on October 31 of each year. This data will be provided by the provincial milk marketing boards.
- 5. You do not want to receive direct deposit. What do you do? When registering to the Dairy Direct Payment Program, you can opt to receive a cheque as the method of payment.
- 6. Does the payment need to be repaid? No, the payment is not repayable.
- 7. Will the income received through direct payments be subject to taxation? Government payments to producers under the Dairy Direct Payment Program will be treated as income in the year the payment is issued. Income tax will be assessed accordingly.
- 8. You do not want to receive a payment. What do you do? If you choose not to receive a payment from the Dairy Direct Payment Program, you do not need to do anything. You may be contacted to confirm that you do not want to receive the payment.
- 9. Why did you not receive a payment? There could be a few reasons why you did not receive a payment:
- You did not hold quota on October 31 of the payment year
- You do not have a valid quota licence registered with your provincial milk marketing board
- The farm belongs to an institution (school farm, research centre) that does not own quota
- You did not register for the Dairy Direct Payment Program in either the portal or by mail which includes your acceptance of the payment
- You changed your banking information after you registered and did not inform the Canadian Dairy Commission
